Mounting Security Challenges and Regional Strategic Shifts – Pakistan Monthly Outlook, March 2026

Militant violence in Pakistan surged significantly in March 2026, with 146 attacks recorded nationwide—an increase of about 76 percent compared to 83 in February—indicating a clear resurgence in militant activity. While fatalities declined to 106 from February’s 139, reflecting a broader spread of violence rather than isolated large-scale attacks. Regionally, Balochistan remained the most affected with 59 incidents, followed by Khyber Pakhtunkhwa (51) and the tribal districts (35), with the latter bearing the highest human cost. The pattern suggests a strategic shift toward sustained, high-frequency, low- to medium-intensity attacks aimed at maintaining pressure and exhausting security forces. This trend, concentrated along Pakistan’s western border, indicates that militant networks retain operational capacity despite ongoing counterterrorism efforts, and that instability is likely to persist in the near term.

Counter-terrorism operations intensified in March, with 69 notable operations conducted compared to 40 in February, indicating a significantly higher operational tempo. These operations resulted in 217 militants killed—slightly lower than February’s 278. Notably, security forces’ casualties dropped sharply to 8 from 31, while civilian fatalities fell to zero, suggesting improved precision and force protection. Balochistan remained the primary focus with 26 operations and 144 militants killed, followed by mainland Khyber Pakhtunkhwa (23 operations, 49 militants killed) where no security personnel losses were reported. Operations in the tribal districts (15) continued but with lower militant fatalities, while Sindh and Punjab saw limited activity focused more on arrests than direct engagements.

Pakistan ranked first on the Global Terrorism Index 2026, reflecting a sharp deterioration in its internal security environment, with 1,139 deaths and 1,045 incidents recorded in 2025—the highest fatality level in over a decade. The resurgence of the Tehreek-i-Taliban Pakistan has been a key driver, accounting for over half of all deaths, while violence remains concentrated in Khyber Pakhtunkhwa and Balochistan.
